About this space
As part of the upgrade of Hillview Park, the City of Canning is piloting activation of two designated food truck bays, creating an exciting opportunity for quality food vendors to operate within the newly upgraded public realm. There are two food truck bays that are available for booking - Hillview Terrace Bay and Walpole Street Bay. Power is available on site via a electrical box with no provision of waste and water services.
The power boxes at Hillview Park have the below outlets:

· 1 x 3 Phase 20A 5 pin Outlet

Rules
In order for bookings to be confirmed, vendors must submit a valid 'Registration of a Food Business' which can be obtained here. Please allow for 10 business days for permits to be processed.
Mobile food vendors must comply with the below guidelines at all times. Failure to comply with the below guidelines may result in this permit being revoked without warning and/or the banning of trading at this location in the future.
The City of Canning reserves the right to cancel any bookings without any prior notice.
Guidelines for Mobile Food Vendors
- FOOD FOR SALE
Mobile food vendors should:
a) Provide, healthy, good quality and safe food
b) Provide affordable food
c) Provide food that is not competitive to established business within 400m proximity (eg. pizza) in compliance with the City of Canning Local Law
d) Alcohol, tobacco or other illegal products are not permitted to be sold from the mobile food vendor at any time.
- HOURS OF OPERATION - PILOT PROGRAM (CURRENTLY UNDER REVIEW)
a) The Pilot Program will run for the period of February 2022 until April 2022, seven days a week.
b) Hours of operation will be allocated in bookable blocks from Sunday to Monday that will include set-up and pack-down, 7am - 8pm.
- BOOKINGS PROCESS (CURRENTLY UNDER REVIEW)
a) Food Vendors wanting to participate in the Hillview Food Truck Pilot must:
i. Obtain a 'Registration of a Food Business' permit here. Please allow for 10 business days for permits to be processed.
ii. Sign up as a verified user here and upload current/valid Stallholders and Traders License as part of the booking.
iii. Only trade with a valid booking confirmation.
b) Booking slots will be available online via the SpacetoCo platform - Walpole Street Bay and Hillview Terrace Bay.
c) Bookings will be available up to two weeks in advance.
d) Booking requests will be assessed based upon adherence to these guidelines and include provision for fairness and equity of use of the bookable sites.
e) More information may be required prior to booking being confirmed.
f) Once booking has been assessed and approved, vendors will be provided a confirmation via the online system.
- COMPLIANCE / CRITERIA
Mobile food vendors wanting to participate in the Hillview Food Truck Pilot must comply with relevant health regulations and license conditions and meet following conditions prior to an application for booking being made:
a) Hold a current Certificate of Registration which is to be displayed at all times.
b) For the duration of the Pilot, only registered mobile food vehicles shall be allowed to trade. No marquees will be permitted.
c) Mobile Food Vendors are required to comply with the requirements of the Food Act 2008 and Food Standards Australia and New Zealand (FSANZ) Food Standards Code in relation to the
Mobile Food Vehicles and fixtures.
d) Must hold valid and current Public Liability Insurance (minimum $10,000,000) is required.

- FEES & CHARGES
a) Fees payable to the City of Canning:
i. Stallholders and Mobile Food Vehicle License: a once off $35 fee for the duration of the pilot period
b) There will be no Site Fees or Booking Fee charges for the duration of the pilot period. At the end of the Pilot, Council will set fees as part of the budgetary process in accordance with the City of Canning Fees and Charges.
c) Failure to trade for a booked slot may result in future bookings not being accepted.
- MANAGEMENT
a) Power supply
i. The use of generators is strictly prohibited.
ii. Power, consisting of 2 x Single Phase 15A GPO’s, 3 x Double GPO’s and 1 x 3 Phase 20A 5 pin Outlet will be made accessible at the designated trading site upon approval of booking.
b) Water:
i. Water requirements must be fully self-contained within the mobile food vehicle.
ii. A holding tank for wastewater must be located beneath the vehicle and waste water or any other pollutant must not be left on the site or allowed to enter the storm water system.
c) Rubbish and Waste:
i. All rubbish and waste from trading is to be removed from site and not deposited in public bins. Hot water, oil or other hot liquids are not to be disposed of on City open space.
ii. The food truck bays and area are to be kept clean and free of debris.
- TRADING & SITE AMENITY
a) Mobile Food Vendors should:
i. Be aware that the trading location remains public space and traders and patrons do not have exclusive occupancy of the area.
ii. Be conscious of their impact in the community and make a positive contribution to the environment and surrounding area.
iii. Take full responsibility for the care, appearance, maintenance and operation of their activity area; and
iv. Operate a mobile food vehicle that is well presented and maintained.
b) Designated Parking Bays:
i. Food trucks are only permitted to operate out of the designated bays as indicated above.
ii. Service point of the vehicle must be park - facing.
iii. One food vehicle and if required one towing vehicle can utilise the space at any given time.
iv. Mobile food vehicles must be removed when not used for vending.
c) Temporary Fixtures: such as umbrellas, chairs, tables, are not to be used.
d) Advertising and Signage: must be relevant to the mobile food business and should not encroach on public walkways in adherence with City of Canning Advertising Signs policy LP.07. All signage is to be removed from the site at the end of each trade session.
e) Noise: All Mobile Food Vendor noise must comply with the assigned noise levels specified under the Environmental Protection (Noise) Regulations 1997.
i. Generators are not permitted for use. Power will be made available at designated bays.
ii. The use of amplified live or recorded music is prohibited;
iii. Ambient live or recorded music is permitted, provided it complies with the Environmental Protection (Noise) Regulations 1997 and licenses are obtained from Australian Performing Rights Association (APRA) and/or the Phonographic Performance Company of Australia (PPCA).
Failure to comply with any/all of the above may result in the Permit being revoked and/or the banning of trading at this location in the future.
- PACKAGING / SUSTAINABILITY / ENVIRONMENT
a) Packaging – recyclable, re-useable or compostable products are used where possible.

c) As per State Government regulations, use of single use plastic bags is prohibited.
- FEEDBACK
a) Mobile Food Vendors participating in the Mobile Food Vendor Pilot Program may be asked to provide quality feedback to the City for assessment and review of the program.
The feedback may take the form of:
i. Customer feedback survey; and
ii. Vendor feedback
b) Customer complaints regarding food safety and amenity should be directed to the City of Canning Environmental Health Services on 1300 422 664.
